Fragile economy, other global woes dominated Davos

DAVOS, Switzerland (AP) ? The fragile state of the world economy, coupled with the relentless turmoil in Syria and the rocky fallout from the Arab Spring, dominated discussions during this year's annual gathering of the global elite at Davos, leaving many participants uneasy about what lies ahead as they left for home Sunday.

Even broad agreement that there are some positive signs on the economic front, at least in emerging markets, was coupled with a warning from the head of the International Monetary Fund. "Do not relax," Christine Lagarde said. There's still a "risk of relapse."

More than 2,500 of the best and brightest in business, government, academia and civic life gathered for the five-day World Economic Forum at this Alpine resort. But much of the overt glitz and glamor that is a usual feature was toned down or absent this year, a decision founder Klaus Schwab said reflected the serious issues facing the world.

Political and economic issues vie for top billing each year at Davos, and this time, the economy had the edge, with a special focus on how to promote economic growth and jobs, especially for the youth among the world's 220 million jobless.

The IMF said that China, Africa, and other emerging markets could see significant growth, but Japan, eurozone nations and the U.S. are likely to struggle with negative to low growth. Ahead of the 43rd forum, the IMF downgraded its forecast for global economic growth this year by one-tenth of a percentage point to 3.5 percent.

While the U.S. avoided the so-called "fiscal cliff" of automatic tax increases and spending cuts, and fears have abated that the euro currency union will break up, there is growing concern that governments may ease up on measures to improve growth and reduce debt that the IMF and many other institutions are calling for.

IMF chief Lagarde said the "very fragile and timid recovery" depends on leaders in the 17-nation eurozone, the United States and Japan making "the right decisions." The eurozone in particular "is fragile because it is prone to political crisis" and slow decision-making, she said.

Davos participants' uneasiness about the world economy was matched by growing concern over the political turmoil in the Arab world, terrorism in North Africa, a spate of natural disasters that have highlighted the failure to tackle climate change, and the growing inequality between the world's "haves" and "have nots."

"Two years ago, gloom around the stalled economic recovery was leavened by euphoria at the outbreak of the Arab spring," Kenneth Roth, the executive director of Human Rights Watch, told The Associated Press at Saturday night's low-key final reception. "This year, relief at the improved economic outlook is tempered by despair at the unimpeded slaughter in Syria, uncertainty about the outlook in Egypt, and frustration over the Arab monarchies' resistance to reform."

The Arab Spring uprisings have ousted dictators in Tunisia, Yemen, Libya and Egypt over the past two years. But now Islamists and liberals are wrangling over power, with Islamists mainly gaining the upper hand. Democracy is far from certain, and economic woes have left hundreds of thousands of young people jobless and frustrated that their "revolutions" haven't produced any dividends.

Former Arab League Secretary-General Amr Moussa, a losing candidate in Egypt's presidential election last year, said there have been achievements, but warned that democracy isn't only about casting a vote.

"It is the respect of human rights, for rights of women, separation of powers, independence of the judiciary. This meaning of democracy we have not yet achieved," Moussa said.

Elsewhere in the Middle East, Israeli-Palestinian peace talks remain stalled, Arab monarchs remain entrenched, and the death toll from the escalating civil war in Syria has topped 60,000 with no end in sight.

Jordan's King Abdullah II, whose country is hosting almost 300,000 Syrian refugees, predicted that Syrian President Bashar Assad's regime will last at least another six months. He called for a transition plan involving all Syrians and the Syrian army.

He also urged stepped up international support to end the Syrian crisis, saying, "The weakest refugees are struggling now just to survive this year's harsh winter."

Abdullah told the forum that "unprecedented threats to regional and global stability and security" need international action now, not the "wait and see" response by some countries ? which he did not identify ? especially in helping governments emerge politically and financially from the Arab uprisings.

The king, considered one of the region's moderate leaders, also warned Israel to stop playing the "waiting game," and said President Barack Obama's second term offered the last opportunity to create two states ? Palestine and Israel ? that can live side-by-side in peace.

Angel Gurria, secretary-general of the Paris-based Organization for Economic Cooperation and Development, said the focus on resolving the world's economic crisis has distracted leaders from many other important issues, including education, the social consequences of unemployment and promoting ways to deal with climate change.

Nonetheless, Gurria said, the world should be "very worried" because there aren't many "tools" left to fix the economy if things get worse.

Trevor Manuel, South Africa's National Planning Commission minister, told AP that the key message from Davos for him was a positive one ? that "many of the decisions that have been taken bring us closer to where we need to be." He warned that "a sense of an all-pervasive gloom ... frequently becomes a self-fulfilling prophecy."

Davos summit ends with warnings on global economy

DAVOS, Switzerland (AP) ? Top international financial officials wrapped up the World Economic Forum in the Swiss resort of Davos warning that much needs to be done to stabilize the world economy.

Despite relief that the euro, for all its struggles, remains intact and the U.S. has so far managed to get through a crucial budget hurdle, the International Monetary Fund's managing director Christine Lagarde urged world leaders to "not relax."

Lagarde said Saturday that the 17 European Union countries that use the euro have to follow through on steps to keep the troubles at banks from burdening governments.

And she said U.S. officials have to "indicate very promptly" how they're going to deal with their ongoing budget dispute between President Barack Obama and Republicans in Congress.

All of England turning on kicked ball boy?

Eden Hazard hasn?t retracted his apology to ball boy Charlie Morgan, but most of England is beginning to believe it got scammed by the young twerp lad. See Charlie in the photo there, clutching his ribs like he?d just been gored at the Running of the Bulls? It may be just an act. And Europe is not amused.

You don?t really have to be a soccer fan to have heard the news that, apparently, Chelsea?s Hazard kicked a 17-year-old ball boy to try and dislodge the ball from underneath him during a Capital One Cup game on Wednesday at Swansea in England. It?s all reported right here ? including the fact that a new camera angle may exonerate Hazard.

I don?t know a lot about soccer, but as I understand it, a ball went out of bounds and the Swansea ball boy, instead of fetching it and giving it to the closest player, laid down on top of it like a sea turtle protecting its eggs on the beach. As time was running out, Hazard attempted to dislodge the ball ? and the new angle seems to show he struck the ball, and not the kid.

Young Charlie, however, clutched his ribs and writhed on the turf, in perhaps one of the greater flops in European soccer history.

Hazard was red carded and ?sent off?, as they say over there, and initially apologized to the kid. But now pretty much all of Europe is saying, wait a minute, it?s the kid we should be blaming here. Some fun facts:

  • Former Chelsea player and current BBC broadcaster Pat Nevin said of the ball boy: ?I would have kicked him too. I have to say I was absolutely amazed this morning to find he is 17, not 12, not 13.?
  • Columnist Adrian Durham: ?This kid is an example of what is wrong with Britain. A generation of kids with no respect whatsoever for adults. No respect for professionals trying to do their job. He?s being treated like a hero by some and labelled a victim by others. What a weird world we live in.?
  • Morgan is the son of hotelier Martin Morgan, Swansea?s top shareholder and one of the richest people in Wales.
  • Jelisa Castrodale, to me in an email: ?The kid ? Charlie Morgan ? has been a Swansea ball boy for a while and tweeted before the game that he was ?needed for timewasting.? (Although he used a hashtag before each word, so he pretty much deserved the kicking for that alone).
  • Columnist John Edwards: ?I can think of only one criticism of Eden Hazard?s so-called attack on a ball boy at The Liberty Stadium. He didn?t kick him hard enough.?

Lightning linked to onset of headache, migraines

Jan. 24, 2013 ? University of Cincinnati (UC) researchers have found that lightning may affect the onset of headache and migraines.

These results, published in the Jan. 24, 2013 online edition of the journal Cephalalgia, are the first tying lightning to headache and could help chronic sufferers more efficiently anticipate headache and migraine arrival and begin preventive treatment immediately.

Geoffrey Martin, fourth-year medical student at UC, and his father Vincent Martin, MD, professor in the division of general internal medicine, UC Health physician and headache expert, led the study which showed that there was a 31 percent increased risk of headache and 28 percent increased risk of migraine for chronic headache sufferers on days lighting struck within 25 miles of study participant's homes.

In addition, new-onset headache and migraine increased by 24 percent and 23 percent in participants.

"Many studies show conflicting findings on how weather, including elements like barometric pressure and humidity, affect the onset of headaches," Geoffrey Martin says. "However, this study very clearly shows a correlation between lightning, associated meteorological factors and headaches."

Participants who fulfilled the criteria for International Headache Society-defined migraines were recruited from sites located in Ohio and Missouri and recorded their headache activity in a daily journal for three to six months.

During this time, the location where lightning struck within 25 miles of participant's homes as well as the magnitude and polarity of lightning current was recorded.

"We used mathematical models to determine if the lightning itself was the cause of the increased frequency of headaches or whether it could be attributed to other weather factors encountered with thunderstorms," says Vincent Martin. "Our results found a 19 percent increased risk for headaches on lightning days, even after accounting for these weather factors. This suggests that lightning has its own unique effect on headache."

He says that negatively charged lightning currents were also particularly associated with a higher chance of headache.

"There are a number of ways in which lightning might trigger headaches," he says. "Electromagnetic waves emitted from lightning could trigger headaches. In addition, lightning produces increases in air pollutants like ozone and can cause release of fungal spores that might lead to migraine."

"This study gives some insight into the tie between headaches or migraines, lightning and other meteorologic factors," says Geoffrey Martin. "However, the exact mechanisms through which lightning and/or its associated meteorologic factors trigger headache are unknown, although we do have speculations. Ultimately, the effect of weather on headache is complex, and future studies will be needed to define more precisely the role of lightning and thunderstorms on headache."

7 Pressing Foreign Policy Challenges for Obama?s 2nd Term

Now that President Obama's inaugural festivities are over, he will turn his attention to tackling gun control, immigration, climate change and a series of looming budget confrontations with Republicans. Obama and his aides hope that the winding down of the wars in Iraq and Afghanistan will help him maintain a focus on domestic priorities.

?Since 9/11, that region has been a sinkhole of American resources, lives and political capital,? says Charles Kupchan, an expert at the Council on Foreign Relations. ?The real drain of resources ?is diminishing and I think that Obama will make sure that continues.?

But as the crises in Mali and Algeria show, Obama will not have the luxury of focusing solely on domestic issues. A number of pressing foreign policy problems will demand his time and attention. Here is a look at seven big national security challenges he will face over the next four years:

Afghanistan and Pakistan: When Obama met earlier this month with Afghan President Hamid Karzai, the administration said it was considering removing all U.S. troops from Afghanistan when the NATO-led combat mission ends in 2014. Karl Inderfurth, a former assistant secretary of state for South Asian affairs, says the administration must make good on a promise of a responsible withdrawal. Also crucial for Obama will be managing the U.S. relationship with Pakistan, which has been fraught with tension. ?Pakistan is a pressing priority because the whole withdrawal (and) transition taking place in Afghanistan could not be done successfully without some form of Pakistani cooperation,? says Inderfurth, who is now with the CSIS think tank. ?But Pakistan also is a country that, because where it resides in the region, because it is a nuclear power, because it is itself at risk of Islamic extremists, if something goes seriously wrong in Pakistan, this could be a serious national security threat to the United States.? Having John Kerry as secretary of state will be an advantage. The secretary of state-designate has traveled there on behalf of the Obama administration and already has relationships with top officials.

Pivot to Asia and engaging new Chinese leadership: In 2011, Secretary of State Hillary Clinton?s declaration of a ?Pacific Century? signaled the start of a ?pivot? to Asia that has involved stepped-up U.S. engagement in the region. As part of that effort, Obama traveled to Asia right after the election on a tour that included a historic visit to Myanmar. While many U.S. allies in the region have welcomed the U.S. engagement, the initiative is viewed warily in Beijing. The Obama administration has been seeking to reassure China that the pivot is not aimed at containing Beijing?s influence. In November, Xi Jinping was named the new head of the Chinese Communist Party, taking over from Hu Jintao in a once-in-a-decade leadership transition. Establishing a good working relationship with the new Chinese leadership is critical.

Standoff over Iran?s nuclear program: When Obama took office in 2009, he signaled a willingness to engage personally with Tehran, saying in his first inaugural speech that the United States would ?extend a hand if you are willing to unclench your first.? The gesture was aimed at showing Iran ? and U.S. allies ? that his administration was willing to try to diplomacy first to make headway on the nuclear issue. The West accuses Tehran of using its nuclear enrichment program to try to build a nuclear weapon while Iran insists its nuclear program is aimed at purely peaceful purposes of developing electricity. The outreach did not lead to any breakthroughs so the Obama administration shifted its focus to working with U.S. allies to put in place stiff economic sanctions. Years of sanctions are taking a ?toll on Iran?s economy. In the coming months, the United States will try direct talks with Iran. As he winds down the war with Afghanistan, the last thing Obama wants is another military engagement. But he has repeatedly said that a nuclear Iran is unacceptable. If sanctions and negotiations fail, the prospect of U.S.-led military action would grow.

Hotspots in Africa and the Middle East: The crises in Mali and Algeriaserve as a bleak reminder that several smaller conflicts around the globe could engulf an entire region. The Obama administration has resisted involvement in the Mali conflict for a variety of reasons. But clashes with Islamic militants in Somalia and Yemen could increase, as the U.S. ramps up its drone attacks. Additionally, clashes with rebels in some Sub-Saharan nations, such as the Central African Republic and the Democratic Republic of the Congo have also garnered U.S. attention. If these conflicts grow, it might become necessary for the U.S. to put more resources and political capital in these areas.

Israeli-Palestinian conflict: Two days before Obama?s first inauguration, Israel and Hamas agreed to a ceasefire to their three-week war that left nearly 1,500 Palestinian dead and chances for a peace deal slim. Four years later, the two sides find themselves in an equally precarious situation, fresh off a new conflict and with political conditions less than ideal. On Tuesday, Israelis are expected to keep Benjamin Netanyahu in power as prime minister, bringing with him a more hardened conservative coalition unlikely to support a broader two-state solution. Any new peace initiative must take account of a ?loss of faith among both Israelis and Palestinians about the prospects of a real resolution,? said Tamara Cofman Wittes, a senior fellow at the Brookings Institution. ?Without paying attention to the politics, such an initiative is destined to fail.? Wittes says that the U.S. can have intensive discussions with each side individually to get beyond these political divides and find a solution that could cement Obama?s legacy.

Syria: President Bashar al-Assad's crackdown on the Syrian uprising has left 60,000 dead, according to United Nations estimates. The Obama administration has steered clear of military involvement but Washington is concerned about the potential that the Assad government might use chemical weapons. If that were to happen, it would cross a red line for the United States and could prompt military intervention. In any event, the humanitarian catastrophe from the Syrian conflict and its wider mplications for the region mean will demand constant monitoring.

?Reset? of the ?reset? with Russia: Obama came into office in 2009 pledging a reboot in relations with Moscow, which had deteriorated in the final years of President George W. Bush's administration. The Obama administration viewed the ?reset? with Russia as important to many of its foreign policy priorities, including the mission in Afghanistan and stepping up pressure on Iran over its nuclear program. Obama established a rapport with then-President Dmitry Medvedev and ties between the two countries improved. But Vladimir Putin is now president again and relations between Moscow and Washington have soured in recent months. In retaliation for the Magnitsky Act, which calls for U.S. sanctions on Russian officials who violate human rights, Russia has banned adoptions by U.S. families of Russian children. Obama is expected to visit Russia later this year. Analysts say the engagement will be important, though few believe there will be a huge improvement anytime soon in relations.

No sympathy for Armstrong on social media

LONDON (Reuters) - Lance Armstrong's televised doping confession has done nothing to restore his shattered reputation, a study of responses posted to the Twitter social media site showed.

"What was particularly noticeable in our analysis of the Armstrong revelation was the sheer lack of sympathy out there," said Charlie Dundas of sports market research company Repucom.

"The tone of the discussion around the Oprah Winfrey interview highlighted the level of disappointment and anger that exists. It's clear the public are far from ready to forgive Lance Armstrong," he added.

In the interview, Armstrong admitted to using performance-enhancing drugs on his way to his seven Tour de France titles. The Texan also said he hoped a lifetime ban would one day be lifted to allow him to compete in events like marathons.

The Armstrong interview generated 1.9 million Twitter posts between January 14-20, Repucom said. America accounted for more than a quarter of these, with Australia the second most active nation on the site.

Cellrox Secures $4.7M Led by Runa Capital For Its BYOD Virtualization Solution

Today sees another 'bring your own device' startup receive funding -- Tel Aviv-based Cellrox, which claims to be a leader in BYOD 'multi-persona' solutions for mobile devices, has raised a $4.7 million series A round led by Runa Capital, with participation from existing investors Previz Venture Partners, Columbia Technology Ventures, and others. The company's previous funding is undisclosed so it's hard to peg the total amount raised to date (though we can probably add just a few hundred thousands), while Cellrox says the new capital will be used to "extend its collaboration with OEMs and operators for installation in tier-one enterprises around the world".

Inauguration weekend kicks off with day of service

WASHINGTON (AP) ? President Barack Obama is heading up a National Day of Service at the start of a whirlwind weekend of inaugural events that mark the end of his historic first term and the start of his second.

Obama, joined by first lady Michelle Obama, will seek to set the tone for the weekend with a service event on Saturday. Vice President Joe Biden and his wife, Jill, will also volunteer in the Washington area.

Obama added a day of service projects to the inaugural schedule in 2009, and he's hoping the event becomes a tradition for future presidents.

On Monday, there will be formal balls, an inaugural parade and, of course, the president's address from the steps of the Capitol.

Even as Washington delves into the once-every-four-year celebration of the presidency, there is decidedly less energy surrounding Obama's second inauguration than there was in 2009. That history-making event drew 1.8 million people to the National Mall to watch Obama be sworn in as the nation's first black president.

This time around, Obama takes the oath of office following a bruising presidential campaign and four years of partisan fighting. He's more experienced in the ways of Washington, and he has the gray hair and lower approval ratings to show for it.

For at least the inauguration weekend, the fiscal fights and legislative wrangling will be put aside in favor of pomp and circumstance.

The White House did not say in advance what Obama's service project would be on Saturday. In 2009, he helped spruce up a shelter for homeless teens in one of Washington's porter neighborhoods then visited wounded soldiers at Walter Reed Army Medical Center.

In an effort to expand the day of service, former first daughter Chelsea Clinton will headline a volunteer summit on the National Mall and the inaugural committee has organized volunteer events in all 50 states.

The White House sees the call to service as a way for Americans across the country to honor the memory of Martin Luther King Jr. The day Obama takes the oath of office publicly ? Monday ? marks King's birthday, and 2013 is the 50th anniversary of the civil rights leader's March on Washington.

Also Saturday, Mrs. Obama and Mrs. Biden will host the Kids' Inaugural Concert, an event paying special tribute to military spouses and children.

The crowds pouring into Washington this weekend will be far smaller than they were four years ago, and there will be fewer inaugural balls for the president and first lady to attend. Still, Obama's swearing-in at the Capitol on Monday is expected to draw up to 800,000 people, which would make it the largest second presidential inaugural ever.

The president was still working on his inaugural address heading into the weekend. He isn't expected to delve deeply into the policy objectives he'll tackle in a second term, but the tone and theme of the speech will set the stage for the policy fights to come.

Aides said he will make the point that while the nation's political system doesn't require politicians to resolve all of their differences, it does require Washington to act on issues where there is common ground. And he will speak about how the nation's core principles can still guide a country that has changed immensely since its founding.

The weather in Washington on Saturday was expected to be sunny and a balmy 50 degrees. But temperatures were forecast to fall throughout the weekend and be in the 30s on Monday when the crowds gather along the parade route that will take Obama from Capitol Hill to the White House.

Despite scaling back on some of the revelry, Obama's second inauguration will be a star-studded affair. Top acts including Beyonce, Katy Perry and Brad Paisley have signed on to perform at the weekend's events.

The inauguration also is bringing thousands of Obama campaign staffers and donors to Washington, with many getting invitations for tours and other events at the White House. On Friday, the president and first lady held two private events for donors who helped finance his 2012 campaign.

Obama begins inaugural festivities by volunteering

WASHINGTON (AP) ? Pressing toward his second term, President Barack Obama touted "the importance of giving back" as he kicked off three days of inaugural celebrations Saturday with a National Day of Service.

The president, along with first lady Michelle Obama and daughters Malia and Sasha, joined hundreds of volunteers Saturday at Burrville Elementary in one of many projects taking place across the country marking the National Day of Service. Standing in a hallway, he pulled on a pair of rubber gloves, picked up a paint brush and helped stain a bookshelf.

Looking ahead to his swearing-in, Obama told volunteers that inaugurations were "a symbol of how our democracy works and how we peacefully transfer power."

"But it should also be an affirmation that we're all in this together," he said.

Obama added the day of service projects to the inaugural schedule in 2009 and hopes it will become a tradition for future presidents.

The president traveled to the service event in a black SUV carrying the District of Columbia's "Taxation Without Representation" license plate. The White House announced earlier in the week that the president's official vehicles would begin using the symbolic plates for the first time during inauguration weekend ? four years after Obama moved to Washington to assume the presidency.

Earlier Saturday, Vice President Joe Biden, his wife, Jill, and other members of his family spent the morning filling care packages for U.S. troops overseas, veterans and first responders.

"We've had too much of the coarsening of our culture," Biden said. "We've got to get back to reaching out to people."

Other inaugural activities sprang up across the nation's capital on a sun-splashed day in Washington.

Wild animals may contribute to the resurgence of African sleeping sickness

Wild animals may be a key contributor to the continuing spread of African sleeping sickness, new research published in PLOS Computational Biology shows. The West African form of the disease, also known as Gambiense Human African trypanosomiasis, affects around 10,000 people in Africa every year and is deadly if left untreated.

The disease is caused by a brain-invading parasite transmitted by bites of the tsetse fly, and gets its name from the hallmark symptoms of drowsiness and altered sleeping patterns that affect late-stage patients, along with other physical and neurological manifestations including manic episodes and hallucinations that eventually lead to coma and death.

Despite numerous previous studies showing that animals can be infected with the parasite, the prevailing view has been that the disease persisted in its traditional areas almost only because of human-to-human transmission. A new study, from an international team of researchers led by the London School of Hygiene & Tropical Medicine, challenges this assumption by using a mathematical model to show that the disease not only can persist in an area even when there are no human cases, but probably requires the presence of infected wild animals to maintain the chain of transmission. The authors' model was based on data collected in active screening campaigns between November 1998 and February 1999 in the Bipindi area of Cameroon. One of the species in the data group was the White-eyelid mangabey, pictured below.

The research provides an attractive explanation for why sleeping sickness survives in places which have undergone intensive efforts to find and treat infected people in the community. It suggests that efforts to eliminate the disease must factor in the wild animal populations.

"This research suggests that targeting human populations alone, the main current control strategy, might not be enough to control the disease," says Sebastian Funk, the lead author of the study. "Maintenance of transmission in wild animal populations could explain the reappearance of sleeping sickness in humans after years without cases."

US officials: 1 American dead, 2 escape in Algeria crisis

Intelligence officials tell NBC News four of the five Americans working at the natural gas complex survived: two escaped and two more are being held. The kidnappers are saying they will exchange the US hostages for two high-profile terror suspects currently in US custody. NBC's Stephanie Gosk reports.

One American was killed and two escaped unharmed from a natural gas complex in Algeria that was stormed by armed militants, U.S. officials said Friday. The fate of two others was unclear.

The officials said there?was a total of five Americans at the In Amenas plant in eastern Algeria when the attackers seized dozens of hostages on Wednesday. The officials say two of the Americans managed to conceal themselves when the attack began and later escaped unharmed.


One U.S. citizen was found dead Friday by Algerian forces that had launched a raid on Thursday in an attempt to free the hostages, the officials said.

The?deceased American was identified as Frederick Buttaccio, a U.S. official confirmed. Buttaccio's remains have been recovered from the plant and his family has been notified, the official said.

The official did not know the circumstances of Buttaccio's death.

Al-Qaida-linked militants claimed Friday that they were holding two American hostages and would exchange them for two people being held in the United States ? the blind sheik Omar Abdel Rahman, convicted in the 1993 bombing of the World Trade Center and Aafie Siddiqque a 40-year-old Pakistani neuroscientist and mother of three, who was convicted of attacking U.S. soldiers in Afghanistan.

That would appear to account for all five Americans thought to have been at the plant, one U.S. official said, if the militants are telling the truth.??

On Friday, the Algerian military had launched a second raid on the multinational cabal of kidnappers ? led by a one-eyed al-Qaida associate ? who laid siege to the In Amenas gas plant on Wednesday, state TV reported.

The situation was fluid, but the U.S. said one thing was carved in stone: It would not be cutting any deals with the captors.

"The United States does not negotiate with terrorists," State Department spokeswoman Victoria Nuland said of reports the militants were seeking the release of Sheik Omar Abdel Rahman, who is serving a life term for the 1993 bombing of the World Trade Center, and Aafia Siddiqui, a Pakistani scientist convicted of trying to kill U.S. soldiers after being arrested in Afghanistan in 2008.

Nuland confirmed there were Americans still being held alive but did not say how many.

The official Algerian news service APS said a total of 132 foreign nationals were taken hostage, and 100 had been freed by midday Friday. It said more than 500 Algerians had also been rescued.

Citing a security source, APS said 12 hostages, including some Westerners, were killed when Algeria staged its first rescue raid on Thursday without consulting other countries in advance. Eighteen militants were killed, it reported.

NBC News could not confirm the figures. The French government confirmed one of its citizens had died.

One worker told Reuters that the hostage-takers were out for blood.

"The terrorists told us at the very start that they would not hurt Muslims but were only interested in the Christians and infidels," said the man, who gave his name as Abdelkader. "'We will kill them,'?they said."

The brother of escapee Stephen McFaul said the hostages had their mouths taped and their necks draped with explosives. They were being trucked around the compound when the Algerian military hit the compound with explosives, he told Reuters.

"The truck my brother was in crashed and at that stage Stephen was able to make a break for his freedom," Brian McFaul said after speaking with his brother?s wife. "He presumed everyone else in the other trucks was killed."

A French catering employee who worked at the plant said he spent 40 hours hiding under a bed after the militants stormed in Wednesday with a spray of gunfire, only emerging when the soldiers arrived.

"I could see myself ending up in a wooden box," Alexandre Berceaux told Europe 1 radio.

One rescued hostage told Algerian TV that the ordeal was an "exciting episode" and he was "impressed" with the army.

"I feel sorry for anybody who has been hurt, but other than that, I quite enjoyed it," the man said.

A British escapee, interviewed by Algerian TV, says the Algerian army did a "fantastic job" with Thursday's rescue.

Another said he was "very, very relieved to be out."

"Obviously, we still don't really know what is happening back on the site, so as much as we are glad to be out, our thoughts are with colleagues who are still there at the moment," he said on Algerian TV.

The militants' attack on the plant, operated in part by BP, was reportedly masterminded by Mokhtar bel Mokhtar, an Algerian with ties to al-Qaida who specializes in lucrative kidnappings and smuggling, according to U.S. officials. He earned the nickname Mr. Marlboro for trafficking cigarettes.

The raiding jihadists were described as a motley crew by an escaped escaped radio operator who told Reuters: "Some were clean, others were dirty, some with beards, others without, and among them a French national with sunglasses."

The Mauritanian news agency ANI reported the group was retaliating over French military action against Islamic incursions in neighboring Mali. But the French operation began just a week ago and the assault on the plant appeared to be long-planned.

On Friday, another possible motive emerged, as ANI said the militants put forth the offer of the prisoner swap.

The offer was not verified by NBC News, but an ANI editor told The Associated Press the kidnappers? spokesman began calling Thursday with "sounds of war in the background" and "threatened to kill all the hostages if the Algerian forces tried to liberate them."

British Prime Minister David Cameron told the House of Commons in London that Algeria maintains it green-lighted Thursday?s rescue raid because hostages? lives were in danger when it appeared the militants were trying to spirit them out of the compound.

Secretary of State Hillary Clinton said she spoke with the prime minister of Algeria on Friday and requested that the "utmost care" be taken to protect the hostages.

"This is an extremely dangerous situation," she said. "No one knows better than Algeria how ruthless these groups are."

Most white Americans trust the financial system to help them build some security for their families. They understand that crucial decisions such as buying a house, sending their children to college and having a decent life in retirement depend on saving and investing all along their working lives.

They are also more prepared to confront critical economic moments they face through no fault of their own, such as the recent economic recession, a study by the Pew Research /Social and Demographic Trends found.

?? The median wealth, or net worth, of U.S. households fell from $96,894 in 2005 to $70,000 in 2009, a drop of 28 percent. The precipitous decline in wealth was not evenly distributed across groups. Minority households?Hispanics, blacks and Asians?experienced far steeper declines than white households,? the study says.

In 2005, the median net worth of white households?$134,992?was the highest while Hispanic households had median net worth of $18,359. Hispanics? median net worth fell 66 percent to $6,325 while the drop in white households was modest in comparison, falling 16 percent to $113,149 in 2009.

The difference? Most Hispanics net worth is based on their home equity. A number of Latino families fail to build basic financial assets, do not have a net worth to rely on nor are prepared to face these crucial decisions. Homeownership rates are lower among Hispanics, college attendance rates?although increasing?lag behind other groups, their access to health care or other type of insurance is also lower than other populations, and Latinos are more dependent on Social Security benefits than whites or Asians.

The largest minority group projected to reach 25 percent of the U.S. population by 2050, Latinos financial savings and investment habits and their economic vulnerability are a source of concern for federal and state governments as they depend more on public assistance and social programs, and contribute less in taxes through lower skilled, less paying jobs.

What are the hurdles and obstacles Latinos face that keep them at the bottom of the food chain?

?In my many years of acting as a financial advisor, I have come to the conclusion that there are cultural values truly hard to overcome for Latinos. However, many of my clients were not rich when they started planning and now they have achieved financial independence,? Louis Barajas, author of The Latino Journey to Financial Greatness, told VOXXI.

Barajas, an acclaimed national author of multiple financial literacy books and sought-after speaker, believes cultural barriers among Latinos that keep them from achieving financial stability include depending on others to care for them?such as providing for their children way into their adult years, the elderly depending on their children or the working family depending on their employer or patron (boss), a figure seen as powerful and wealthy.

Another cultural barrier is to store their money instead of investing it?mostly because they do not trust the financial institutions nor they trust what they don?t ?see.?

?Las costumbres (the customs) say that we are a ?cash? culture, we budget well, we manage and we even save to send some home, but we still do not understand the power of investing and saving for a safety net or the future. I believe it is an instant gratification versus late gratification mind set,? Barajas said.

?Many do not understand what the pain is going to be like down the road.?

When Elena?s oldest daughter entered her junior year in high school, Elena was concerned that she had no room in her budget for her daughter?s college education. At 45, Elena, a single mother raising two teens, was working full-time in a publishing company making around $30,000 a year in gross income, and teaching two nights a week at a community college. Her budget was barely enough to pay rent and bills and buy clothes for the girls. She was also sending a modest amount to help her widowed mother, had no savings, limited health benefits and no life insurance.

She lived paycheck to paycheck.

Two years later, her daughter was accepted to a public university with in-state tuition. Elena applied for financial aid but her income was not enough to qualify for all so her daughter had to apply for additional subsidies and loans.

Elena?s second daughter decided to apply to a community college for two years and then continue in a regular college. Both girls were excellent students and soon received grants and unsubsidized loans.

Elena continued to work and provide for the girls to study but at 52, when the loans started to kick in, Elena found herself in a hole. She was single, with more debt than she could afford, and no savings for her own future.

After any close game, there are moments to which either side can point as affecting the ultimate outcome.? But whenever the tuck rule rears its head, Putin-style, in any contest of consequence, it stands out.

On Saturday night, the tuck rule was applied in a much different way than it was 11 years ago, under circumstances that made its impact on the final score far more remote.? But the apparent ignorance of the clear provisions of the rule, both in real time and on replay review, was stunning.

It came in the third quarter, with the Broncos leading the Ravens, 28-21.? Quarterback Peyton Manning cocked his arm to throw, and Ravens defensive end Pernell McPhee hit Manning just below the elbow just after Manning began his throwing motion.

The ball clearly started to come out, with Manning trying ? in vain ? to maintain possession as his arm and the ball went forward.? But while super-slow-motion review suggests that at one point Manning had two hands on the ball, Peyton never was able to secure it.? The ball ended up on the ground, Ravens linebacker Paul Kruger recovered, the replay process upheld the ruling, and the Ravens tied the game five plays later.

Again, the blunder came early enough in the game to make the consequence not as clear or dramatic as it was when the Patriots retained possession against the Raiders in the 2001 playoffs ? and the Pats ultimately went on to win the game and their first of three Super Bowl trophies.? But the ruling of a fumble in the latest case seemed to disregard completely the tuck rule.

Referee Bill Vidovich was not made available after the game to explain the decision made both in real time and on replay review.? The league has provided no insight other than a citation to the rule.

According to Rule 8, Article 1, Section 1(b):? ?If, after an intentional forward movement of his hand, the passer loses possession of the ball as he is attempting to tuck it back toward his body, it is a forward pass.? If the player loses possession after he has tucked the ball into his body, it is a fumble.?

Not cited by the league was Rule 3, Section 22, Article 2, Note 2, which emphasizes that ?any intentional forward movement of his hand starts a forward pass, even if the player loses possession of the ball as he is attempting to tuck it back toward his body.?

Manning?s arm was moving forward when the ball started to come out.? The tuck rule doesn?t apply because the ball was out before Manning tucked the ball back into his body.

It?s a far easier and more logical application of the rule than 11 years ago, because Manning didn?t lose the ball after his arm had finished moving forward but before he had ?tucked? the ball (like Tom Brady).? Instead, the ball was clearly coming out after Manning?s arm started to move forward, and he never possessed it again.

And so, once again, the Patriots benefit from the tuck rule.? Instead of having to go to Denver for the AFC title game, they get to host it.

While that may not benefit the Pats strategically, it definitely helps the team tuck some more cash into the coffers via another home game.

NASA Sets TDRS-K/Atlas V Launch Events Coverage

CAPE CANAVERAL, Fla. ? News conferences, events and operating hours for the Press Site at NASA?s Kennedy Space Center in Florida are set for the launch of Tracking and Data Relay Satellite-K (TDRS-K) aboard an Atlas V rocket Tuesday, Jan. 29. The 40-minute launch window extends from 8:52 to 9:32 p.m. EST. Liftoff will occur from Space Launch Complex 41 at Cape Canaveral Air Force Station in Florida.
Launch commentary coverage, as well as prelaunch media briefings, will be carried live on NASA Television and the agency?s website.

TDRS-K is the first of three next-generation communications satellites designed to ensure vital operational continuity for NASA. The seven TDRS spacecraft currently in orbit provide tracking, telemetry, command and high-bandwidth data return services for numerous science and human exploration missions orbiting Earth. These include NASA?s Hubble Space Telescope and the International Space Station. TDRS-K has a high-performance solar panel designed for more spacecraft power to meet growing S-band communications requirements.

On Monday, Jan. 28, NASA TV will carry the TDRS-K prelaunch news conference and mission science briefing live beginning at 1 p.m.

On Jan. 29, NASA TV launch coverage begins at 6:15 p.m., and concludes after the TDRS-K spacecraft has separated from the Atlas V, which occurs one hour, 46 minutes after launch.

A post-launch news release will be issued as soon as the state-of-health of the TDRS-K spacecraft is known. No post-launch news conference is scheduled.
